Moscow resident diagnosed with autism and schizophrenia handed draft notice

A military commissariat in Moscow has handed a draft notice to Georgy Golokolenko, a 21-year-old man with disabilities, his relative told Dozhd TV channel.

The man has been formally declared an incapacitated person for the past two years. He is diagnosed with schizophrenia and an autism spectrum disorder. In 2020, his mother filed for legal guardianship over the young man due to his disabilities. The court ruled that Golokolenko is unable to “understand the nature and significance of civil proceedings” or to implement his rights and responsibilities on his own.

According to his relative, the young man cannot talk or take care of himself. He has never gone to school or served in the army. Golokolenko’s medical certificate says that he was recognised as a person with disabilities back when he was a child, Dozhd points out.

Earlier, a conscription office in Russia’s Sakhalin drafted a 40-year-old local resident diagnosed with type 1 diabetes and a spinal injury.

Heads of the Vladimir region, Yakutia, Sevastopol and Buryatia reported a number of violations during the “partial mobilisation”. Governor of the Belgorod region Vyacheslav Gladkov said earlier that the regional government had retracted the call-up of 70 local residents after they had received complaints from the locals.
