Russian Interior Ministry sets up quick response directorate for enforcing order in case of martial law

Russian President Vladimir Putin has signed a decree on establishing a quick response directorate within the Russian Interior Ministry, the document published on the official legal information portal reads.

The directorate will deal with:

  • ensuring the security and anti-terrorist protection of Russian Interior Ministry structures;
  • enforcing the legal orders of martial law, state of emergency or counter-terrorism operation if they are declared on Russian territory;
  • organising the comprehensive use of forces and means of Interior Ministry structures functioning in special circumstances.

The new directorate will also organise processing of crime reports and respond to them, ensure law enforcement in closed administrative-territorial units and on critical infrastructure objects. Mobilisation training of personnel will also be among the objectives of the new directorate.

The Interior Ministry stated that the quick response directorate would serve as the headquarters for developing and implementing state policy, as well as ensuring legal regulation.

The press service points out that the new structure does not require additional funding or hiring of new personnel of the ministry’s central administration.
