Earlier on 22 February, several Russian regions reportedly heard the following radio broadcast: “Attention, air raid warning. Everyone should immediately proceed to shelters. Attention, attention, missile strike warning”.

Media outlets report that Kazan, Belgorod, Ufa, Nizhny Novgorod, Voronezh, Tyumen, and others as well as the Moscow region were targeted.

The Voronezh region government said that the “proceed to shelters” announcement was “a provocation by the Kyiv regime’s accomplices and is not true”.
