The agency’s report notes that the attacks killed civilians and destroyed civilian infrastructure in the city.
“The spotter was a local man who was cooperating with Russia’s military intelligence. The traitor secretly took photos of locations where Armed Forces members were stationed, as well as roadblocks and critical infrastructure facilities in the Kharkiv region and sent those to enemy’s representatives,” the statement reads.

It is alleged that the Russian military used these locations as potential targets for missile attacks. After the attacks were executed they set this agent the task record and send them the results of the hits.
According to the investigation, the agent communicated with a curator “through electronic communication channels with strict observance of all conspiracy measures.”
“The traitor went to the “task” without mobile phones, trying, as he thought, to avoid being tracked. However, this did not prevent him from being detected by counterintelligence officers of the Security Service,” the report says. The man is suspected of treason.
Two Russian missiles struck downtown Kharkiv on 5 February.
“One of the missiles hit Kharkiv’s residential quarters. We now know that one residential building is on fire and one person was injured,” the local mayor wrote.
Three people have been wounded when a missile hit the residential quarters, governor Oleh Synehubov noted: a woman, 54, and two men, 51 and 55. The woman was admitted to hospital with fragmentation wounds, while the men received treatment at the site.
