Source: Russian MoD issues new mobilisation quotas, Kremlin does not consider this ‘second wave’

Russia’s Defence Ministry has issued new mobilisation quotas to the regions, Novaya. Europe’s source within the agency says.

Alexey Smirnov, the Kursk region vice-governor, reported completing the quota on 10 October. He also said the federal government had issued new quotas to recruit additional men; this objective is already in progress.

“The Rostov region has received new mobilisation quotas, our draft boards are already working towards fulfilling those,” says Vasily Golubev, the local governor.

Our source within the administration of one of the regions in central Russia has also confirmed that the federal government expects more men to be conscripted. The source received a letter with the task on 10 October.

Meanwhile both the Kremlin and the State Duma deny splitting mobilisation into ‘waves’ or ‘stages’ and say that there is no ‘second wave’ whatsoever.

“There is no mention of any stages in the presidential decree. So, there is no completing the first stage and starting the second one. The partial mobilisation is on, it is a continuous process,” says Yury Shvytkin of the State Duma Defence Committee.

Dmitry Peskov, Putin’s spokesman, also says there is “no new wave of mobilisation.”

TV Rain reported earlier that three waves of mobilisation are expected in Russia, with date slots standing at 26 September-10 October, 11 October-25 October and 26 October-10 November respectively.

On 21 September, Vladimir Putin announced a “partial mobilisation” in Russia. The Russian Defence Ministry stated that up to 300,000 people would be drafted. Meanwhile, a source of Novaya Gazeta. Europe in the Kremlin stated that up to a million people might be drafted into the army in accordance with the hidden article of the mobilisation order. The Kremlin denied these reports.
