President of Ukraine Volodymyr Zelensky nominated Kostin for the post; 299 deputies voted in favour of his candidature.
On 17 July, Zelensky dismissed Ukraine’s Prosecutor General Iryna Venediktova from the post; she held the office for over two years. Venediktova was the first woman in Ukraine's history serving as Prosecutor General. The same day, Zelensky dismissed Ivan Bakanov from his position as head of the Ukrainian Security Service (SBU).
The president’s reasoning for dismissals was the high number (651) of high treason and collaborationism cases among members of Ukraine's law enforcement. According to Zelensky, over 60 employees of the Prosecutor’s Office and SBU remain on the occupied territories and aid the enemy.
