Ramzan Kadyrov, the head of Russia’s Chechnya, says Vladimir Putin has awarded him with the rank of Colonel General, as per Kadyrov’s Telegram.
“The Russian President has awarded me with the rank of Colonel General. He informed me of this and congratulated me,” Kadyrov says. There is no such decree on the government website, though.
Kadyrov became Lieutenant General on 28 March 2022.
