Russia’s law bans people liable for draft from leaving their place of residence, says Vyacheslav Volodin, chairman of the country’s State Duma.
He made reference to Russia’s law on mobilisation which requires people to receive a special permission from a local conscription office in order to leave their area of residence.
“We have it in our laws, and all people liable to military service must follow it,” Volodin said, adding that people “may be receiving controversial information from various web resources.”
Update
Russia's Defence Ministry has denied what Volodin had said. As long as the mobilisation is "partial," no travel retrictions are in place. Volodin has confirmed this.
Vladimir Putin announced “partial” mobilisation on 21 September. A governmental website later revealed that there were no travelling restrictions for Russian citizens even during the mobilisation period.
Novaya Gazeta. Europe found out yesterday that some men who tried to leave Russia had been disallowed to pass through border checkpoints and had been given papers warning them of criminal liability instead.
